They are suggesting in the video that it could be used for things like Physical Therapy for the tongue, or a third hand when your other two are busy, and they suggest that paraplegic individuals might use it for control of something (like people who use a straw to control a wheelchair).  My imagination suggests a few things they missed:
-Send the signals over the Internet to an intimate acquaintance who has a 'dummy' that replicates the movements of the sender. -- might need to pick up lip movement as well.
-Use it to train against tongue thrust -- there could be several ways to provide feedback to the patient such as an alarm or electrical stimulation somewhere.
-Build it into a real removable ortho appliance so as to measure wear time and to encourage compliance.
